A new era for train travellers begins. After years of delays, disruption, and private operators putting profit before passengers, South Western Railway officially transfers into public ownership, becoming the first rail operator to do so under the new Labour government.

The move marks a significant step toward rebuilding a reliable, passenger-focused rail service. The government’s plan to bring services back into public hands promises a more joined-up experience, especially as other operators follow suit.

The Passenger Railways Services (Public Ownership) Act 2024, a landmark piece of legislation was passed by Parliament in November. From Sunday, South Western Railways operations will be run by a new public sector operator, and will eventually transfer into Great British Railways (GBR), once established.

Transport Secretary Heidi Alexander, speaking in Bournemouth this week, said:

“My granddad was a train driver,” she tells me, adding: “I’m really proud of what we’re intending to do.”

“It will take time but now we will be able to look at increasing our passenger services.” and “Make the passengers feel better on the trains from planning the journey to finding your tickets and if you’re delayed, they’ll be an instant repayment.”

The reforms include a best fare guarantee that will ensure travellers always pay the lowest price for their journey, and instant compensation will be offered for delays.

Kingston and Surbiton Labour Chair, Kezia Coleman, said “For Kingston commuters and communities across the South West, this signals a long-overdue shift, from a broken, fragmented system to one designed around the people who use it every day.”
